I beleive Adam explained this in one of the forums, but from what I understand, it's putting a number in a square when there is no logical reason yet for filling it in. Which basicly means guessing. This is to prevent people from solving the puzzle, printing it, and then copying in the numbers in to get a faster time.
Copying numbers in is definitely cheating. I don't know if I would consider guessing cheating. Sudoku is a logic puzzle and there is an aspect of logic in guessing call "trial and error." The problem is having a filter to tell the difference. The good news is, I can't think of any games on this site that haven't had numerous squares that you can logically fill in to start the game. Therefore guessing (or trial and error) isn't necessary.

I bet anything that all you cheaters are the slowest in solving the puzzles, and there for need to cheat.
When I first joind the site, it made me very angry that people are so sad, now I just ignore those silly scores. They are phisicaly impossible, and if it makes these people feel good, well, good luck to them!

I usually said that it is impossible to have sudokus solved in times like 35 seconds, BUT even I have now one puzzle solved in under a minute and that was definitely without cheating. I am absolutely sure that there are people out there who are faster than me, so solving times under 1 minute are not impossible, even time s under 50 seconds i would say are possible. If you are a good puzzle solver, it just takes practice.

Nothing like getting your times down to make you a believer. Congrats @zunshiner on getting under 1 min.
